While, complete themes such as this one mentioned recently can offer some new functionality, I find simpler themes much more usable. There are a few simple themes that I like, but my favorite by far is called Glasklart.
As you can see, Glasklart does only one thing really. It brings transparency to your iPhone. All of your icons are replaced with new designs with a transparent background. This allows for a really stunning look.
The best thing about Glasklart is that the look is entirely dependent on the background. If you change your background, the whole entire theme looks different.
Glasklart comes with 2300+ icons, but you can nearly find any icon you want at the MacThemes thread found here. Simply search for the icon you are missing and SSH it into “Library/Themes/Glasklart.theme.” If you cannot find an icon that Glasklart theme is missing, ask nicely that the MacThemes thread, and someone will gladly make the icon for you.
This is an amazing theme for the iPhone and I suggest anyone who has a jailbroken iPhone to try it. It is available to download via Cydia, but the latest version is only available on the MacTheme thread.

I have been using this theme exclusively for the past week or so and have fallen completely in love. Especially when combined with it's themed dockflow addon. Simple, versatile, minimal.
I would use the dockflow, but I also use Stacks so it doesn’t work out for me
I recently recommended this theme to Patrick. It has been a staple for me for the last 6 months. If you don't want to go with one of the "all inclusive" themes, this is the way to go. It's the cleanest looking, and probably the most well supported themes out there. It is constantly updated with new icons.

I LOVE this theme but would like to change the wallpaper but i see no options for this on the winterboard. can you help?
Just check the option that says 'User Wallpaper' and you should then see whichever wallaper you've currently got selected.
