This is the new Graffiti iPhone Summerboard theme from MMi forum member roobi.
Not sure how practical this one may be for most, especially since it currently has very few icons for 3rd party apps – but it is very striking and hugely creative. Very nice work,
Graffiti is not available in Installer yet, but you can download it at this MMi thread. The zip file also contains a custom lockscreen image and some other extras …

where can i get this??
This was a Summerboard theme, not sure if it will have made it to Winterboard in Cydia but that's where to look.
